Corporate Status: CCS was chartered in 1969 as a private, not-for-profit corporation similar to most hospitals. Services are targeted at Garland, Clark, Hot Spring, Montgomery, and Pike Counties, and members of the corporate board are elected from these counties and serve without compensation.
Services: CCS offers a wide variety of services and programs to meet the needs of our neighbors and the local governmental agencies. As a private corporation, it has the freedom to initiate programs, move, expand, contract, or discontinue programs rather quickly to meet actual needs. At present, CCS maintains two offices in Hot Springs and one office each in Arkadelphia and Malvern. Construction is scheduled for completion in August 2007 of a new facility on a 39-acre site Section Line Way in Hot Springs. Located near the junction of the Highway 270 Bypass and Higdon Ferry Road, this facility will allow easy access from outlying areas.
Staff: CCS is a major employer of highly educated personnel in Garland County. The full-time staff of approximately a hundred fifty individuals includes doctors (Ph.D.'s and M.D.'s), nurses, licensed/certified counselors with masters degrees or above, mental health paraprofessionals, teachers, and support personnel.
Finances: CCS charges usual fees for treatment and accepts medical insurance, Medicare, Medicaid, and CHAMPUS. In addition, CCS contracts with the State of Arkansas to provide a number of services in lieu of the State establishing its own agency and also receives a grant-in-aid to subsidize service to the needy. Donations to Community Counseling Services as a 501(c)(3) organization are tax deductible, and endowments are encouraged.
Economic Impact: The corporate budget is approximately twelve and a half million dollars per year with a large portion going to personnel costs. Most staff members live in the Hot Springs area, and funds flow through almost all local banks.
Clientele: CCS treats well over four thousand people per year, a third of whom are children. (Click on link below for demographic information.) The most common problems include depression, marital and family dysfunction, anxiety, and adjustment disorders. Almost five hundred clients have been identified as having long-term chronic mental illness and receive services from a specialized "community support" program to help them lead stable and productive lives. CCS is designated as the receiving facility for the State Mental Health System and evaluates all persons requiring treatment at the Arkansas State Hospital. This allows us to participate in discharge planning and to assume the treatment responsibility after the hospitalization.
Accountability: Although CCS is a private corporation, it complies with federal audit standards which require annual independent audits of both finances and statistical records. It is inspected by the Arkansas Medical Assistance Department, and by the Arkansas Joint Legislative Audit Committee. Community Counseling Services is accredited by The Joint Commission (formerly JCAHO).
